Millicent has been a fixture in our communities for many, many years.  She is a proud 1993 graduate of Bloomington High School and served on the District 87 School Board from 2003-2012 (President from 2010-2012). Millicent holds a bachelor’s degree in psychology from Hampton University, a Juris Doctor degree from The John Marshall Law School and holds the premier designation of Chartered Property and Casualty Underwriter (American Institutes).

Millicent, a former assistant public defender for McLean County,  is now a senior claims leader at State Farm.  She has served on the YMCA Board of Directors since 2019 and is currently the Vice President of the Board.  In 2022, Millicent was named as a Commissioner of the Central Illinois Regional Airport Authority (CIRA).  She is a proud member of Alpha Kappa Alpha Sorority, Inc. and volunteers her time and talent in several other local organizations.

Millicent believes she has benefited greatly from her experiences and education in District 87 and has strived to pay that forward every day since.  She views her new role on the Promise Council BOD as one more opportunity to pay it forward and demonstrate her passion to serve the student body and educators in this community.
